Can I ask how you acquire this when no rifles are available? Also how much does a rifle cost? Who makes them...are they just given to the town to sell? Are they rented out like Fishing rods?

Rifles are sold by the town, as far as you have no councellors nothing can be sold by the town.

Ask the Lord of Middlesex to name himself as mayor until there is one.
