      That the Kingdom of England recognizes His Majesty Louis-Édouard de Rohan-Valois as the only legitimate King of France and Navarra and that all others claiming the throne of France and Navarra shall be considered not only as traitors to His Majesty Louis-Édouard, but also as traitors to Our Almighty Lord, for He has put the monarchs of Europe on their throne.

      That we thus consider sir François de Nemours, Marquess of Meaux, who has hijacked His Majesty Louis-Édouard in the Royal Palace in Paris and who has claimed the throne of France and Navarra, as well as his followers, not only as traitor to the French throne, but also as traitors to the Holy Father.

      That hereby we forbid the corrupt Marquess and his followers to set foot on the English Isle and that if they should ignore this prohibition they shall be charged of High Treason and hang if that is the will of God.

      That we pray for His Majesty Louis-Édouard, in the hope that he shall come out of this conflict unharmed.

Let it be known that, by the decision of his Majesty the Regent of the Kingdom of England, Scotland and Ireland, and by approval of the Royal Council, that Milord Gweddry is appointed to the Royal post of King of Arms of England. The necessity of reforming the Heraldic Registers and to make a new start for the Kingdom, he has the noble responsibility to, according the the Second Chapter of the Constitution of the Kingdom:

"make sure that the heraldic rules are respected, as well as the rules of Peerage. He has the right to open a case against a common at the Royal Court if the rules aren’t respected, but he can’t trial a Peer, as this right belongs only to the Lord High Steward or the Sovereign."

By this charge Milord Gweddry have to wear, with pride dignity and honour the symbols of the Royal Heraldry which are:

Hear ye! Hear ye!

After many deliberations and meetings, the Royal Council of the Kingdom of England, Scotland and Ireland, has decided that what follows:

The current situation in the Kingdom has to change. Not only the people has no monarch on the throne, but the government can't be exploited as it should be. After the reign of Her Royal Majesty Marie-Therese Howard the First, England didn't knew a competent and good monarch, because of the fact that Her Highness Elizabeth Howard was too young to assume a reign worthy of this name and so Her Highness Catherine Stewart had to serve as Regent.

Now, times changed, and His High Grace Robrecht Samuel Spencer, as actual Regent and Lord Protector of the Kingdom of England, Scotland and Ireland is the only one who can make his ascension on the throne of the Kingdom. He served honourably and decently the Country and this is a sign of God. The almighty Lord decided to send to England the King they deserve after those times of chaos and political instability.

The Royal Council has decided to let enter the Kingdom into a new dynasty of monarchs, the dynasty of the Spencer's. And so, from this moment on we can proudly say to be the subjects of his Royal Majesty Samuel Spencer the First, King of England, Scotland and Ireland.

Long live the King! God Save the King! God bless the King!

And so it is, by the decision of the Royal Council!
